New fine dining restaurant set to blossom in Norwich

Fabio Miani and Mortimer Fraser are getting ready to open Blossom Restaurant in Norwich, in a building which has long been a landmark of the Fine City’s fine dining scene. Here, they explain why they wanted to revive such a historic venue

Who are you and what do you do?

We are Fabio Miani and Mortimer Fraser — co-owners and chefs at Blossom — and we’re joined by our Front of House Manager, Harry Byrne. Blossom is the expression of two chefs who have been part of the Norfolk food scene for years, coming together to bring a thoughtful and refined dining experience to Norwich.

Fabio was born in Italy and moved to England at 17 after completing one of northern Italy’s leading catering colleges. His passion for cooking began early, watching his father prepare meals using vegetables from their family garden — a foundation for his love and respect for produce. He has since worked in kitchens across Italy and the UK. Fabio worked in various Michelin starred restaurants and hotels throughout his carrier which helped become into the chef he is today.

Mortimer began his hospitality journey at 15, washing up in his parents’ restaurant. He quickly fell in love with the industry and has spent the last 12 years working everywhere from pubs to outdoor kitchens to refined, technical environments. He’s passionate about the community that hospitality creates, especially in Norfolk, and loves mastering classic French techniques that underpin so much of modern cooking. Over the years he’s had the privilege of learning from exceptional mentors who have shaped who he is as a chef.

Who is on the Blossom team and what are your backgrounds in hospitality?

Alongside the two of us, Blossom is supported by our Front of House Manager, Harry. Together we bring experience from fine dining restaurants, independent kitchens, and the wider Norfolk hospitality community. We share a commitment to thoughtful cooking, respect for produce, and creating a warm, welcoming space for our guests.

What has led you to opening Blossom in Upper St Giles?

Blossom was born from a chance conversation. The site became available, and something just clicked — from that moment the idea began to take shape. The name is inspired by our story: the desire to revive this historic venue and help it flourish again. The building has long been a landmark of Norwich’s fine dining scene, previously home to Adlard’s and Roger Hickman’s. We want to honour that heritage and let it blossom once more.

Upper St Giles is part of the Norwich Lanes, a vibrant, characterful area filled with independent businesses. It felt like the perfect home for Blossom, and we’re proud to join such a distinguished community.

What can diners expect from the menu? Will you be using locally sourced ingredients where possible?

Blossom offers a fine-dining experience with a European twist. Our culinary style is produce-led — we let great ingredients speak for themselves, supported by advanced techniques and a strong foundation in classic French cooking. The menu follows an Italian format but always with our own personal flair.

We’re committed to working with local Norfolk suppliers and small family farms wherever possible, such as Tilia’s Market Garden. Supporting local growers and producers is important to us — it keeps quality high and keeps our community strong.

When do you plan to open and how can people make a reservation?

We officially open on 5 December, with a launch event on 30 November open to the public. Reservations can be made by phone at 01603 633522 or via our website: blossomrestaurant.co.uk. We’re also active on Instagram and Facebook.

What are your links to Norwich and how would you describe the city’s restaurant scene?

Fabio moved to Norfolk over eight years ago and worked at The Wildebeest in Stoke Holy Cross throughout that time. Mortimer grew up in and around Norwich and still lives here today. Norwich’s restaurant scene is dynamic, diverse, and constantly evolving. It’s wonderful to see so many independent businesses thriving and bringing fresh energy to the city.

What are your hopes and dreams for the restaurant?

Our vision is simple: to provide the best possible service and create a space people want to return to time and time again. We want Blossom to be a restaurant where guests can relax, feel cared for, and enjoy thoughtful, refined food inspired by great produce and classical technique. Ultimately, we hope to honour the heritage of this iconic site and help it flourish once again.
